We are treating climate-induced hydrological disasters like sudden earthquakes when they are actually predictable structural crises. Exchanging polite diplomatic notes while muddy waters submerge millions of homes is a ritualized distraction. Until policymakers stop treating cross-border watershed management as a matter of polite neighborly correspondence and start treating it as an engineering emergency, the body counts will keep rising.

The Myth of Isolated Geography

This approach comes with genuine downsides. It requires ceding absolute national sovereignty over water management decisions, accepting that land near riverbanks must be permanently depopulated, and absorbing massive upfront costs for infrastructure that will sit dry for months at a time. Preventative engineering is expensive, invisible, and politically unrewarding because politicians love cutting ribbons on new rescue boats more than funding boring, underground drainage architecture.

Condolences are cheap. Real watershed management requires hard choices, massive capital reallocation, and the painful admission that borders cannot contain water.
